POLICE SERVICE BOARD
Sections 37-39 of the Community Safety and Policing Act define the role and duties of the Board.
The Cobourg Police Service Board is the civilian body governing the Cobourg Police Service. As mandated by the Community Safety and Policing Act, the Board consists of five members: two Members of Council, one person appointed by Council, and two people appointed by Ontario’s Solicitor General.
The board is responsible for ensuring the delivery of adequate and effective policing in Cobourg and to provide accountability to the public through governance activities that contribute to locally responsive policing.
The Community Safety and Policing Act does not permit the Board to direct the Chief with respect to operational decisions or the day-to-day operation of the service.

Legislated Responsibilities
The Community Safety and Policing Act outlines the following responsibilities of the board:
A police service board shall:
(a) ensure adequate and effective policing is provided in the area for which it has policing responsibility
(b) employ members of the police service;
(c) appoint members of the police service as police officers;
(d) recruit and appoint the chief of police and any deputy chief of police and determine their remuneration and working conditions, taking their submissions into account;
(e) prepare and adopt a diversity plan to ensure that the members of the police service reflect the diversity of the area for which the board has policing responsibility;
(f) monitor the chief of police’s performance;
(g) conduct a review of the chief of police’s performance at least annually in accordance with the regulations made by the Minister, if any;
(h) monitor the chief of police’s decisions regarding the restrictions on secondary activities set out in section 89 and review the reports from the chief of police on those decisions;
(i) monitor the chief of police’s handling of discipline within the police service;
(j) ensure that any police facilities, including police lock-ups, used by the board comply with the prescribed standards, if any; and
(k) perform such other duties as are assigned to it by or under this or any other Act, including any prescribed duties.
The Inspectorate of Policing
The Inspectorate of Policing ensures compliance with Ontario’s Community Safety and Policing Act and its regulations through inspections, investigations, and advisory services.
Their work leverages research, data, and analytics to drive evidence-based actions.
As of April 1, 2024, the Inspector General has unique enforcement authorities and can issue measures and directions that are progressive and based on risk to public safety.

A delegation is an opportunity to appear before the Board to present information or an opinion on a matter. The purpose of the delegation process is to allow residents to make their views known to the Board.
Members of the public may request delegation status by email and must register in advance to give a deputation before the Board by emailing sarah.giddings@cobourgpsb.com.
The delegation(s) shall provide written notice of their request on or before 5:00 p.m. the Wednesday preceding the regular meeting.

Ronald Kerr

About Ronald Kerr
Ron comes from a military background and moved frequently during his formative years.
After graduating from Trenton High School, Ron attended the University of Toronto, graduating in 1966 with a Doctor of Dental Surgery Degree. Upon graduation from University he served in the Canadian Forces Dental Corps for 5 years. He moved to Cobourg in 1971 and opened a private dental practice which he operated for 30 years.
Ron has always attempted to play an active role, both locally and provincially, for a number of years he volunteered as a soccer coach and swim meet official. In 2011 he received a Volunteer Service Award from the Ontario Minister of Citizenship and Immigration in recognition of his work with the Golf Association of Ontario. Ron has in the past and continues to make significant contributions as a 30 year member of The Rotary Club of Cobourg.
Ron has twenty years of experience as a Board member, having served on the Boards of the Northumberland YMCA, the Dalewood Golf Club and currently sits on the Board of The Rotary Club of Cobourg. He also has considerable administrative experience having served as a Tribunal member with the Office of The Commissioner of Review Tribunals for six years, a quasi-judicial body which dealt with Canada Pension Plan Disability and Old Age Security Appeals, a role which required the understanding and administration of complex legislation.

About Adam Bureau
Adam Bureau is a dedicated business owner with 16 years of experience managing Downtown Cobourg. He is currently serving his second term on the council, exhibiting a strong commitment to enhancing the community. In his previous term on council, Adam diligently championed culture and tourism, and he now undertakes the pivotal responsibility of leading protection services, prioritizing the safety and well-being of citizens. Adam has served as a member of the Cobourg Police Services Board since 2023 and will serve as the Vice-Chair for 2024.
Sean Graham
Board Member
About Sean Graham
He is an advocate of community involvement and served as a Big Brother, has coached minor sports locally, and was an active member with the St. Vincent’s Kitchen, where he volunteered for many years preparing food and helping those in need.
He attended Jefferson College in New York, where he studied criminal justice.
Once back in Canada, Graham attended Durham College and the University of Ontario Institute of Technology while working on initiatives with youths at risk, where he initiated sports programming and personal mentoring programs.
He has also taken courses with the Canadian Police Knowledge Network (CPKN) and completed studies in operations management and project management, where he acquired a strong knowledge in budgeting and scheduling, managing project risk and changes and planning and initiating projects.
Graham is currently employed as a member with the Nuclear Security Response Force, with prior experience with an emergency response team fire rescue and served as a nuclear security officer.

About Dean Pepper
Dean always played an active role in the community through membership and directorship of various organizations, including the Rotary Club of Cobourg and the Northumberland Hills Hospital Board. His activities also include 17 years as an elected municipal Councilor for the Town of Cobourg. In this capacity, he served on a broad range of municipal committees including 10 years as council coordinator for the Protection Services portfolio – inclusive of policing.
Dean was the originating Chairperson of the Cobourg Police Services Board, established in 1992. In this capacity he served both local and provincial communities as a Director of the Ontario Association of Police Services Boards. Associated committee work included the Solicitor General Committee for Police Equipment and Chairman of Cobourg’s 911 Implementation Committee. These experiences gave him a deep appreciation, understanding and respect for how policing and safety contribute to the quality of life in our community.

About Nicole Beatty
Nicole Beatty is a Certified Fundraising Executive (CFRE) who has raised over $30 million for causes worldwide and involved in the creation of three charities and one social enterprise. She is an active community leader in Northumberland, contributing as an inaugural board member for SONG, co-founding Cultivate Festival, starting 100+ Women Who Care Northumberland and Think Tiny Homes Northumberland, and serving as the volunteer ED for Local Food for Local Good.
Nicole manages her own consultancy, Capacity for Community, and is a registered coach with Innoweave, a social innovation network funded by the McConnell Foundation. She specializes in capacity building, strategic and operational planning, leadership training, program design, impact evaluation and fundraising services for charitable and non-profit organizations, social enterprises and other community-minded businesses and professionals. Her sectors of expertise include food security, housing, poverty reduction, healthcare, gender equity, youth empowerment, and arts and culture.
In 2018, Nicole was elected municipal Councillor for her hometown, Cobourg, Ontario, and appointed the Planning and Heritage portfolio. In 2022, Nicole was elected Deputy Mayor. Nicole is an avid reader and writer, community connector, and loves outdoor adventures, yoga and bicycles. Nicole earned her BA Hons from the University of Ottawa and received a post-graduate certificate from Ryerson University. She is the author of several e-learning modules for CharityVillage and is a delegate for the 2020 Governor General’s Canadian Leadership Conference.
Nicole lives in Cobourg with her husband Damien and their adopted dog, Chevy.

The Cobourg Police Service has a rich heritage in serving the town as well as policing from one of the most historic buildings in Cobourg. The Cobourg Police Service is a local service that patrols a service area containing the Municipality of Cobourg.
