Complaints
Cobourg Police Service is committed to working with all members of the community and we hold ourselves accountable in everything we do. Although members of the public always have the right to make a complaint directly to the *Law Enforcement Complaints Agency (LECA), they are also welcome to speak to the on-duty sergeant to discuss their concerns. To speak to the on-duty sergeant, please call 905-372-6821.
All complaints made about police officers go to the LECA. The LECA will review the complaint and decide how to proceed. The police service in question, another police service or the LECA themselves may investigate the complaint. The outcomes of all complaints are reviewed by the LECA. *When the Community Safety and Policing Act (CSPA) came into force on April 01, 2024, the OIPRD was renamed to Law Enforcement Complaints Agency (LECA) to better reflect its mandate to continue to receive, screen, and investigate public complaints concerning police conduct.
About the LECA
Law Enforcement Complaints Agency (LECA) is responsible for receiving, managing and overseeing public complaints about misconduct of the following:
- All municipal, regional, and provincial (OPP) police officers;
- Special Constables employed by the Niagara Parks Commission;
- Peace Officers in the Legislative Protective Service; and
- First Nations police officers if the police service opts into the CSPA.
As an independent civilian oversight agency, LECA ensures all public complaints against the police are dealt with in a manner that is transparent, effective and fair.
Has the complaint process changed?
- If the incident date(s) is prior to April 01, 2024, it will be reviewed under the Police Services Act. If the incident date(s) is after April 01, 2024, it will be reviewed under the Community and Safety and Policing Act, 2019.
- Hearings conducted and scheduled prior to April 01, 2024, will be reviewed under the Police Services Act.
- Policy and service complaints with incident date(s) after April 01, 2024, will be referred to the Inspectorate of Policing.
