COBOURG (November 16, 2023) – On November 8, 2023, Hearing Officer and Superintendent (Retired) Greg Walton released his decision regarding a disciplinary hearing into Cobourg Police Service Constable Dave Periard.

This hearing resulted from allegations of discreditable conduct while the officer was on secondment at the Ontario Police College (OPC) in June 2021 and was investigated independently by the Toronto Police Service.

The Cobourg Police Service respects the findings of the disciplinary hearing and thanks Superintendent Walton for his thorough review and decision.

After reviewing all evidence and submissions involved in the hearing, Superintendent Walton issued the following disposition, imposed under Section 85 (1) (f) and 85(7) of the Police Services Act:

Constable Periard is to forfeit ten days (80 hours) and attend additional training relevant to the behaviour in question at the discretion of the Chief of Police.

“We hold our members accountable and expect that they abide by the code of conduct and all workplace procedures to ensure an environment of respect and inclusivity. Any misconduct by a police service member impacts trust and confidence in the police. We move forward to continue building trust and confidence in policing within the community and remain committed to building positive relationships.” Chief Paul VandeGraaf, Cobourg Police Service
